The open seat on the Higley Unified School District Governing Board is set to be filled by appointment after Scott Glover resigned July 20.
Maricopa County Schools Superintendent Shelli Boggs chose that route because statutory timelines would push the earliest possible special election to March 2027, according to Annabella Gomez, communications officer for the Maricopa County School Superintendent’s Office. Gomez said an appointment “will bring the governing board back to its full complement of members as soon as possible.”
State law gives the county superintendent two options when a school board seat opens, naming someone who qualifies for the post or calling a special election. Higley Unified’s board has 30 days after receiving notice of the vacancy to send Boggs as many as three recommended names. Boggs is not required to choose from that list and may appoint any qualified person.
Higley Unified began taking nominee applications four days after Glover’s resignation. District applicants had an Aug. 2 deadline, and interested people also could apply directly with the Maricopa County School Superintendent’s Office. Beginning Aug. 4, district nominee materials were scheduled to be shared publicly, with a community feedback survey available through Aug. 9.
The HUSD board is scheduled to choose three nominees on Aug. 11 for submission to the county office.
After the recommendations are received, the county office will seek the full roster of people who applied through the district. Boggs and an interview team are expected to speak with candidates either electronically or in person.
Once a choice is made, Boggs will first contact the selected candidate, then notify HUSD Governing Board President Amanda Wade, HUSD Superintendent David Loutzenheiser and the applicants who were not chosen. The appointee will take the oath of office and receive official paperwork.
