Council annexes 0.72-acre county parcel for office parking on Ellsworth Road

Queen Creek Town Council voted 5-0 to annex and rezone a small Maricopa County lot so Carder Development can add 50 parking spaces north of its office site.

The Queen Creek Town Council voted 5-0 on Wednesday to annex a 0.72-acre piece of unincorporated Maricopa County land and rezone it so a real estate firm can add parking next to its office project on Ellsworth Road. Dawn Oliphant and Travis Padilla, two of the seven council members, missed the meeting.

The parcel sits just north of Carder Development's office site, on the west side of Ellsworth Road north of Happy Road, and is planned for 50 parking spaces. The council approved the annexation together with a rezoning from residential to light commercial, a change the Planning & Zoning Commission had recommended on Sept. 9.

The town issued entitlements and building permits in 2025 and 2026 for Carder's one-story office building, a 17,070-square-foot project at 26214 S. Ellsworth Road that covers about 1.79 acres.

Chris Webb, from Rose Law Group, who represents Carder Development, told the commission the Carder family tried to buy the 0.72-acre lot in 2024 and was not able to complete the purchase until roughly a year ago.

According to a town staff report, the land west of the parcel is rural residential property outside town limits, in Maricopa County. To the north, the town plans offices, and the vacant land across Ellsworth Road to the east is zoned commercial, with future commercial and auto-oriented development planned there.
