Arizona Consumer Office Credited With $321 Million in Utility Bill Savings

Queen Creek, Arizona — Governor Katie Hobbs on July 23 said her administration helped save residential customers more than $321 million on their utility bills over the past three years, crediting the work of the state's Residential Utility Consumer Office. The office represents residential ratepayers in rate cases before the Arizona Corporation Commission.

The savings span electric, water, natural gas and wastewater rate cases across all 15 Arizona counties, the governor's office said. As utilities seek to change their rates, the consumer office presents evidence and testimony arguing that any increases should be, in the state's words, just, reasonable and as affordable as possible.

The governor's office tied the figure to a broader push on energy affordability that also includes Power AZ, a program meant to expand utility bill assistance to working families. Residents can check income eligibility and apply for relief through a state portal, the office said.

Cynthia Zwick, director of the consumer office, said residential customers need a dedicated voice when privately owned utilities seek rate changes, adding that the office's advocacy since 2023 has saved customers more than $321 million. She said the goal is to ease the burden on households facing rising costs for food, gas and medical care.

Queen Creek, a town of more than 75,000 spanning Maricopa and Pinal counties southeast of Phoenix, is served by utilities whose rates are set through the same state ratemaking process.
