Vestar's Gateway Crossing would put a large store with gas pumps and two hotels at Williams Field Road and SR 24

Mesa's Design Review Board reviewed the 37-acre plan near Mesa Gateway Airport without a vote; the developer has not named the anchor retailer for its roughly 166,000-square-foot store.

A retail center with an unnamed big-box anchor, a separate gas station and two hotels is working its way through Mesa's approval process at the southwest corner of Williams Field Road and State Route 24, near Mesa Gateway Airport.

Phoenix-based developer Vestar calls the 37-acre project Gateway Crossing. Mesa's Design Review Board took it up Oct. 13 as a preliminary review, in which board members give the applicant comments but do not approve or deny the plans. The board was supportive but did not take a formal vote, the Phoenix Business Journal reported, in a story ABC15 published Thursday.

What is proposed

The meeting agenda describes a major tenant building of about 166,000 square feet, two shop buildings totaling about 27,950 square feet, and two hotels. The project narrative submitted by property owner Pacific Proving LLC with Vestar lists:

  • Two hotels with about 212 rooms combined and a planned height of 55 feet; the applicant is seeking permission for up to 65 feet to allow for changes by the eventual hotel operators.
  • A large retail anchor of roughly 164,000 square feet in the narrative's figures, up to 45 feet tall, with its own service station.
  • Two multi-tenant shop buildings of about 28,000 square feet in total.
  • Two drive-thru restaurant pads along Williams Field Road, shown only conceptually for now.
  • A signalized entrance on Williams Field Road and access to the Arizona Athletic Grounds.

Neither the agenda nor the narrative names the anchor store.

A change of plans for the site

Most of the land was zoned in 2021 for the Legacy Sports Family and Entertainment Park, now known as the Arizona Athletic Grounds. According to the narrative, the first phase of that complex is built and operating, but the remaining phases are no longer happening, and the land is being repositioned for retail and hotels.

About 4 acres of the site sit in unincorporated Maricopa County and would have to be annexed into Mesa. The developer is also seeking council use permits for the large commercial development and the hotels, special use permits for the hotel height and the gas station, a master site plan, a sign plan and a subdivision plat.

The narrative pitches the location's access to SR 24 and Loop 202 and its position inside the airport's overflight area, where Mesa encourages commercial and industrial uses over housing.
